Large Child /XX Sm women Victorian/Civil War Hoop Skirt with halter top w/ hoops

PETTI HOOP  BY RU-NELL  Vintage Hoop skirt / slip with attached halter top. 3 metal hoops are included.
Rare find.
The size is not listed on tag.
The top tier at the waste measures :
31 inches length from waist to bottom.
12 inches from top of neck  of halter to waist.
12 inches across one side of waist
I am a size 4 women and I could not squeeze into it. It looks like it almost may fit, so it may fit a XXsmall woman or large girl.
The Top is like a halter with a drawstring neck to adjust to fit.
It comes with 3 metal hoops that fit inside the skirt.
Very pretty and in good condition. Only a couple small spots shown in the photos.
It looks like it may be from 1970s by the eyelet hook at the waist and the lace trim.
It could be used for many costume ideas. 50's hoop, civil war, Victorian era, Colonial, Old England/ European
It looks like this hoop skirt/halter top might have been part of a blouse and skirt set sold here on our  ebay store
